Eligibility Criteria

Candidates must fulfill the following criteria to be eligible for the OPSC OCS Examination 2026.

Educational Qualification

  • Essential: A candidate must hold a Bachelor’s Degree from any University incorporated by an Act of the Central or State Legislature in India, or from an institution deemed to be a University under the UGC Act, 1956.
  • Odia Language Requirement: The candidate must be able to read, write, and speak Odia. They must have:
    • Passed Middle School Examination with Odia as a language subject; OR
    • Passed HSC or equivalent with Odia as the medium of examination in non-language subjects; OR
    • Passed Odia as a language subject in Class VII; OR
    • Passed a test in Odia in Middle English School standard conducted by the Government of Odisha.

Age Limit (as on 01/01/2025)

  • Minimum Age: 21 Years
  • Maximum Age: 42 Years
  • Date of Birth Range: Born not earlier than 02/01/1983 and not later than 01/01/2004.
  • Age Relaxation:
    • SC/ST/SEBC/Women/Ex-Servicemen: 5 Years
    • PwD (40% or more disability): 10 Years (Cumulative relaxation available for PwD candidates belonging to reserved categories).

Other Conditions

  • Citizenship: Must be a citizen of India.
  • Marital Status: As per government rules (generally, no more than one spouse living, with certain exceptions).
  • Character: Must have good moral character and sound physical/mental health.

Application Fee

  • Fee Amount: Rs. 700/- for candidates other than SC/ST/PwD.

  • Exemption: SC, ST, and PwD candidates are exempted from paying the examination fee.

Selection Process

The selection for the Odisha Civil Services is a three-stage process:

  1. Preliminary Examination (Objective Type - MCQ):
    • Paper I (General Studies): 200 marks (Screening for Mains).
    • Paper II (CSAT): 200 marks (Qualifying in nature - minimum 33% marks required).
    • Negative Marking: 1/3rd of marks deducted for each wrong answer.
  2. Main Examination (Written - Descriptive):
    • Part I: Qualifying Language Papers (Odia & English).
    • Part II: Merit-based papers including Essay, General Studies (I-IV), and two Optional Subject papers.
  3. Interview (Personality Test):
    • Carries 250 marks.
    • Final ranking is based on the total of Main Written Examination (Part-II) and Interview marks.
